is it ok to put tin foil on top of a 3 gallon tank to keep the heat in?

I wouldn't recommend that. If anything fell on top, it would puncture the foil. I suppose you "could" use heavy duty foil as a very temporary solution to prevent dust and other airborne debris from falling in and to prevent fish from jumping out, but ONLY use this as a very short-term "emergency" solution. If you can't find a replacement lid, then invest in a 5 gallon starter kit that includes a lid. You will probably spend less money purchasing a 5 gallon kit than if you purchased a replacement lid. Also, depending upon the fish you keep, you may even need a 10 gallon or larger tank. Bettas do best in 5 gallon heated tanks, goldfish need at least 10 gallons of water per fish etc....... a 3 gallon tank is really too small for any fish to be quite honest.

Most proper tanks can be fitted with replacement covers that can be purchased at most local fish shops (as long as the tank is a standard size). I would not recommend keeping any fish in such a tiny container. Even a betta should be in a 5 gallon tank with a fitted lid and a heater.

Using a damp towel to "raise the humidity" in a fish tank is one of the most ridiculous things I've ever heard!!! Humidity, after all, is a measurement of moisture in ambient air. If any fish tank lacks "moisture", there are much more serious problems than covering the tank!!!
A "damp" towel would "wick" moisture OUT of the tank!! *** good grief ***

.............. and as water naturally evaporates the towel would become heavy with moisture and would most likely fall into the tank.......... a proper fitted lid (and even fitted foil) would collect evaporating water so that the collected droplets may eventually "rain" back into the tank......... what is being taught in schools these days??????
