A step on sewing Directions has me STUCK!!!?

Ok I have the back of a skirt, i have reinforced it like the directions told me to, now I am at the second part of the instructions and have been since last night, I am completely confused. It says open out slashed edges of back (where i cut inbetween the reinforcement) Baste right side of CONTINUOUSE LAP (one of my pieces) to the wrong side of back, placing reinforcement stiching on back along the 1/4" seam allowance on lap, matching circles. Stitch. I have tried to do this like the picture says but it doesnt really give that much detail. Just wondering if anybody can help.

I'm guessing they're trying to get you to bind the edges of a vent,
much as you'd do the sleeve placket of a cuffed shirt.

Personally, I find bias lap plackets on something like a skirt kinda dorky. I would be more likely to use something like a standard shirt sleeve placket in its place.

Try whatever you're going to do on scrap fabric first... either the continuous lap or the "shirt sleeve placket" need a little experimentation till you get it just right!

Typically, when I'm learning a new-to-me construction method, I'll sew at least three samples (and often 10) before I do it on the actual garment.
